The City of Panama City Beach hereby solicits sealed bids for the following equipment:

P25 Compatible “portable” radios (for police use) with the following requirements:

• Any and all P25 trunking needs
• Submersible
• Charger
• Software
• External lapel microphone (24 inch)
• Available port for earpiece, either on lapel microphone or radio
• Backlight
• Rugged water resistant / immersion housing
• Programming fees
• Extra battery
• 3 year extended Warranty
• Shipping

Bid Responses shall include pricing for individual units.  The City has been approved for the Federal Fiscal Year 2016 Edward Byrne Memorial JAG Program for the amount of $19,892, and is seeking to purchase the maximum number of radios meeting the stated specs for that grant award amount.  City shall award the contract to the lowest fully responsive and responsible bidder. If identical unit price bids are received from fully responsive and responsible bidders, preference will be given to the bidder offering the best overall shipping terms and earliest delivery date.  In the event identical bids are received from fully responsible and responsive bidders for which no shipping and delivery preference can be determined, the successful bidder may be determined by the drawing of straws.

Bids must be sealed and will be received until 12:00 p.m. (noon) Central Time, October 26, 2016 at the City of Panama Beach Police Department, Attn: Captain Rich McClanahan, 17115 Panama City Beach Parkway, Panama City Beach, Florida, 32413, and will be opened and read publicly immediately thereafter.  Sealed bid envelopes are required to be marked, "Bid Proposal for Police Radios".
