Form of Government

By City Charter, Panama City Beach has a Council-Manager form of government. The governing body consists of four at-large council members and a mayor who all have equal voting rights.

  • The City Council meets the second and fourth Thursday during the months of January through October.
  • During November and December, the City Council only meets the first Thursday of the month.
  • Special meetings may be called during the year.  When special meetings are called, they will be noticed on this website and on the Panama City Beach-Government Facebook page.

City Council meetings are held at City Hall, located in the Municipal Complex at the intersection of State Road 79 and Panama City Beach Parkway (Back Beach Road). The Municipal Complex includes City Hall, the PCB Police Department, the Fire Station No. 31, and the Public Services Building. Public Services houses the Water and Utilities departments, Building and Planning, Public Works and the Community Redevelopment Agency. The Tourist Development Council (TDC) offices are also located within the Municipal Complex.

If you are a member of the media and are seeking comment or information from the City, please contact Shari Cooper, the City Communication Manager and PIO.
