Utilities Department
The Utilities Department operates well beyond the City corporate limits. Its franchise area extends from Lake Powell to the west, West Bay to the north, the Hathaway Bridge to the east, to the Gulf of Mexico in the south.
The department operates as an enterprise fund that is solely supported by user fees. It is one of the largest departments in the City with over 100 personnel working within its six divisions.

Utility Billing Inquiries
To apply for new service, transfer or stop existing service, change account name, or all other billing inquires, please contact the Utility Billing and Customer Service Division at (850) 233-5100, option 3.
Report a Water/Sewer Leak
The City maintains water, sewer, and reclaimed water lines up in the City right-of-ways and dedicated easements for residential and commercial properties. If you suspect a broken or clogged line, please use the City's SeeClickFix App. For all after-hours emergency water/sewer concerns, please contact (850) 233-5050, option 9 and a member of our Underground Utilities division will be dispatched to your location.
After-hours service requests for reactivation, shut-off, and any customer-side issues will be subject to the following fees:
- $200 for accounts inside of the City limits
- $250 for accounts outside of the City limits
Locate Your Utilities
The City of Panama City Beach is an active member of the Sunshine State One-Call of Florida, Inc. This service notifies the City to locate existing water, sewer and reclaimed water lines in the City's right-of-ways prior to your excavation project. To utilize this service, please dial 811 or toll free at 1-800-432-4770.

Annual Water Quality Report
The City is pleased to provide the results of the 2023 Annual Water Quality Report. Our goal is to continuously provide residents a safe and dependable supply of drinking water. The annual report is intended to help residents understand the efforts the City makes to frequently improve the water quality and to protect our water resources.
