The original Community Redevelopment Area Master Plan is a 216-page document prepared in 2001. It lays out the framework for the CRA and defines its purpose through specific initiatives. The document is a redevelopment framework for the tourist and business corridor. The document can be viewed here.

The Parking and Mobility Study was created with the goal of providing the City with updated recommendations on parking and parking-associated transit options, that could best serve its residents, visitors, and businesses.

Based on data collection and analysis conducted through the end of 2023, this study will update the Community Redevelopment Plan recommendations regarding centralized parking facilities. Recommendations will be made as to the number, location, capacity, and some general design characteristics of future or improved parking facilities. The study will also recommend how to enhance mobility between the parking facilities and destinations along Front Beach Road, along the dedicated transit/bike lane. The form of transit and its operations will be recommended from the range of current transit and micro-mobility options that are available, which has changed dramatically since the CRA Plan was adopted to include technologies that can provide better and safer service.

While the Study will make recommendations toward the best and safest use of the Front Beach Road transit lane design, it will not recommend updates to the overall CRA Plan, including design options for Front Beach Road that were already approved and are being constructed.

The survey component of this study closed for public input on September 15, 2023. A public meeting was held in early 2024 to review recommendations.
