The City Charter for Panama City Beach, first established in 1970, was updated through referendum on April 19, 2022. The updated Charter can be viewed here.

Recognizing that portions of the City's official Charter were dated, the Panama City Beach City Council approved Resolution 21-147 on April 22, 2021, which established a Citizens Charter Review Advisory Committee. This advisory group provided review, recommendations and guidance to the City Council concerning the improvement of and revision to the City's Charter. Members (pictured above) went through several months of meetings, evaluating all aspects of the document. 

On April 19, 2022 voters approved seven of eight amendments. Question 5 failed.

We appreciate the efforts of the advisory committee, including former City Councilman and Vice Mayor Geoff McConnell, Zach Coleman, Rick Ramos, Ryan Houlk, and Matt Bush. Ex officio non-voting members included the City Manager, the Finance Director, and the HR/Risk Manager.

The committee dissolved on April 20, 2022, per Resolution 21-147 (see link above).
