At the City of Panama City beach, all full-time employees enjoy a number of benefits. Benefits for full-time employees hired as of October 1, 2022 include:
Annual Leave (Paid Time Off or PTO)
Employees begin accruing leave immediately. However, employees must complete three months of service before using leave. Leave is accrued bi-weekly and is included on the employee's paycheck.
For General Employees including Police:

Banking Annual Leave
- At the end of the year, any unused annual leave will be placed in the employee's PTO bank. General employees may bank up to 380 hours, police may bank up to 440 hours, and line fire employees may bank up to 2756 hours.
- After the maximum hours are reached, any unused annual leave will be lost and cannot be used the following year.

Employees receive 14 holidays per year. The holidays are:

Insurance*
Employee Medical Coverage:
The City pays 100% of the employee's premium under the Florida Blue Health, Humana Dental & Securian Disability, Basic Life, and AD&D Insurance plan. Insurance coverage takes effect on the 1st of the month following the employee's hire date.
Florida Blue Tiered Family Coverage is available but must be paid by employee out of the employee's paycheck. Coverage options and costs are as follows:
- Blue Option LG Plan 03559 Spouse $630/month; Child/Children $540/month; and Family $1,200/month.
- Blue Option LG Plan HDHP Spouse $508/month; Child/Children $244/month; and Family $767/month.
Spouse Dental Coverage Options:
- $34.85/month; Child/Children $49.31/month; Family Dental Coverage $87.48/month.
Vision Coverage Options:
- Employee: $5.24/month; Spouse only $10.50/month; Child/Children $9.97/month; and Family $15.67/month.
Both options are covered by Humana. Additionally, the City provides a suite of Allstate Worksite products available for purchase.

Retirement
General Employees
- General employees fully vest after 10 years of employment. Employees become partially vested at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%.
- General employees are eligible for normal retirement upon the earlier of reaching age 55 and the completion of 10 years of credited service or reaching age 50 and the completion of 20 years of credited service. The amount of normal retirement benefit is based on credited service and average final compensation. See General Employees’ Pension Plan Summary for more details.
Firefighters
- Certified Firefighters fully vest after 10 years of employment. Employees can become partially vested beginning at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. Firefighters are eligible for retirement upon attainment of age 50 and the completion of 20 years of credited service or the attainment of age 55 and the completion of 10 years of credited service. You have the option at the time of employment to elect to be eligible for retirement upon completion of 25 years credited service regardless of age. This election is irrevocable. Police Officers
- Sworn Police employees fully vest after 10 years. Employees partially vest at five (5) years of service. Partial vesting at five (5) years is 50%, six (6) years 60%, seven (7) years 70%, eight (8) years 80%, and nine (9) years 90%. Employees become eligible for retirement upon the earlier of the attainment of age 50 and the completion of 20 years of credited service, the attainment of age 55 and the completion of 10 years credited service, or the completion of 25 years of credited service, regardless of age, or the completion of 20 years of credit service, regardless of age by paying an additional salary contribution into the plan.
