Launched in 2024, the Feral Cat Spay & Neuter Voucher program aims to reduce the population of stray or unwanted cats in the PCB community. 

How It Works

  1. The City of PCB will provide a voucher to a resident, or non-profit, who wishes to have a feral cat spayed or neutered. 
  2. The voucher can be used to contribute a credited value of fifty ($50) dollars toward the costs of a spay/neuter procedure (including a rabies vaccination and ear tip clip of a stray/feral cat found and obtained within the city limits).*
    Each voucher is valid for one feral cat spay/neuter procedure. 
  3. Vouchers can only be used at Operation Spay Bay, located at 3520 15th Street, Panama City, FL.

  • All cats must be brought to Operation Spay Bay in individual carriers or traps.
  • All additional veterinary services administered at the time of spay or neuter appointment must be paid by the customer at the time services are rendered or in accordance with the terms of Operation Spay Bay.
  • The voucher is redeemable through September 30, 2025.

Applicant Eligibility Requirements

To receive a voucher, applicants must reside in PCB.  If the applicant is a non-profit, its principal place of business should be within the PCB city limits.  Proof of qualification will be needed as follows:

City Resident Eligibility: Provide proof of residency with a valid government issued ID bearing a residential address within the jurisdictional limits of the City of Panama City Beach. A maximum of 5 vouchers are available to a resident per fiscal year (or until the allotted program funding is expended).

Qualified Entity Eligibility: Provide proof of a valid active registration as a Florida non-profit corporation with the Florida Secretary of State with a principal place of business within the jurisdictional limits of the City of Panama City Beach.  Qualified Entities shall be limited to the issuance of twenty (20) vouchers at any one time. No Qualified Entity may receive additional vouchers until the City has confirmed that the Qualified Entity has utilized all previously issued vouchers.

How To Apply for A Voucher

  1. Obtain and return a completed application to Panama City Beach City Hall, located at 17007 Panama City Beach Parkway, Panama City Beach, FL, 32413.
  2. Provide proof of residency with a government-issued ID with photo, or proof of a valid active registration as a Florida non-profit corporation with a principal place of business within the jurisdictional limits of the City of Panama City Beach.
    Upon issuance of a numbered voucher, make an appointment with Operation Spay Bay and follow Operation Spay Bay’s procedures.

* Stray/feral cat” is defined as any cat located on vacant or unoccupied property in the City limits which the applicant believes to be without a domestic home, and which otherwise lacks any readily identifiable evidence of human ownership. Any cat which is not a stray cat shall be deemed a domestic cat and shall not be eligible for use of a voucher.
