NOTICE TO RECEIVE SEALED BIDS 

HMGP STORMWATER DRAINAGE AT GULF HIGHLANDS 

This project includes, but is not limited to the installation of two 54” RCP culverts (700 LF total) under Front Beach Road, the construction of two FDOT Index 250 concrete headwalls, junction boxes, Type F Curb and Gutter, Riprap, utility relocations, limerock base installation, paving, pond outfall weir modifications, and maintenance of traffic per FDOT standards.  The project also includes the demolition and reconstruction of a CMU wall section, brick pavers, timber boardwalk, and concrete sidewalks that will be removed and replaced to original condition.  The new culverts and junction boxes will be installed parallel to the existing culverts and the concrete headwalls will be tied into the existing headwalls at each end.  The contractor shall provide all materials, equipment, and labor to complete the project.

Bids will be received until 2 p.m. (CST) on January 25, 2018 at the City of Panama City Beach, City Hall, 110 S. Arnold Road, Panama City Beach, Florida 32413 and will be opened and publicly read immediately thereafter.  All Bids shall be submitted in a sealed envelope clearly marked: “Sealed Bid: Panama City Beach – HMGP Stormwater Drainage at Gulf Highlands

A Bid Bond in the amount of 5% of the Bid shall accompany the Bid.  The City of Panama City Beach (City) reserves the right to reject any and all bids.  The City also reserves the right to reject contractors who in the City’s opinion are not qualified to perform the work based on the pre-qualification package.  All Bids shall be firm for a period of 90 days after opening.  This includes material prices. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

There will be a MANDATORY PRE BID meeting on December 18, 2017 at  2:00 PM (CST) held at the City of Panama City Beach, City Hall, 110 S. Arnold Road, Panama City Beach, Florida 32413.

All bidders must submit a “Pre-Qualification to Bid” package by 2:00 PM (CST) on January 5th, 2018 to Dewberry | Preble-Rish at 877 County Highway 393 North, Santa Rosa Beach, FL 32459.  “Pre-Qualifications to Bid” packages can also be submitted at the mandatory pre-bid meeting.  All eligible contractors will be pre-qualified for bidding by 5:00p.m. (CST) on January 12, 2018.  Point of Contact will be Cliff Knauer, P.E., Dewberry | Preble-Rish, Consulting Engineers at 877 County Highway 393 North, Santa Rosa Beach, FL 32459, by Phone at 850.571.1253 or by Fax at 1.866.557.0076, or by e-mail at cknauer@dewberry.com.  

All bidders shall comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.  The City shall award the contract to the lowest responsive and responsible bidder; provided however, the City reserves the right to award the contract to a bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another bid offers the City a better value based upon the reliability, quality of service, or product of such other bidder.
