NOTICE TO RECEIVE SEALED BIDS
PANAMA CITY BEACH-“CITY HALL CONSTRUCTION”

This project includes construction of a new City Hall building (an approximately 12,600 s.f. occupied first floor with an approximate 1,500 s.f. storage mezzanine in the roof system), together with a greenspace park area, additional parking, exterior lighting, landscaping, irrigation, signage, etc. Demolition of two buildings is included and project construction is phased to allow the existing City facilities to remain in operation during the term of the project. The Contractor shall provide all materials, equipment and labor to complete the project.
Plans and specifications will be available on, May 7, 2018 and can be obtained at Bay Blueprint, 534 Mulberry Avenue, Panama City, FL, 32401. Cost for Plans and Specifications will be $250.00 per set. Checks should be made payable to DAG Architects. Deposit will be returned within seven (7) days after bid date and further, provided that the contractor submits a bona fide bid. The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.
A Mandatory Pre-Bid meeting will be held at 9:00 a.m. (CST) on May 18, 2018 at the City of Panama City Beach City Hall Annex, 110 South Arnold Road, Panama City Beach, Florida. The purpose of this meeting is to allow all bidders access to the site in order that they may familiarize themselves with all existing conditions that relate to the project.
Bids will be received until 10:30 A.M. Central Time, Wednesday, June 6, 2018 at City of Panama City Beach City Hall, 110 S. Arnold Road, Panama City Beach, Florida, 32413 and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “Sealed Bid – Panama City Beach – “City Hall Construction”. The City of Panama City Beach (“City”) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening. Any bids received after closing will be returned unopened. Bids shall be submitted on the form supplied in the Bid package. Each Bid must be accompanied by a Bid bond in the amount of 5% of the base Bid as a guarantee that the successful bidder will enter into a written contract with the City and furnish a 100% Performance Bond and a 100% “Labor and material Payment Bond” satisfactory to the City.
The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
