Online Utility Service Application for New, Transfer, or Termination of Service

If you wish to start, stop or transfer service please fill out and submit the online form. If you have questions about the City's utility services, meter readings, or billings or payments, please contact a customer service representative. Our office is open Monday through Friday, 7:30 a.m. to 4:00 p.m. 

 ***Our online form works best when used with Google Chrome.

Deposits/Fees

A one-time non-refundable account activation fee:

  • $50 for accounts inside of the City-limits
  • $62.50 for accounts outside of the City limits 

A deposit of $150. Deposit is subject to refund under the following conditions: 

  • Applied to active account after 3 years of satisfactory payment history
  • Applied to the final bill or balance of the account. Any remaining funds will be issued by check and mailed to the forwarding address provided

Disconnections for Non-Payment

For service that was disconnected due to non-payment, the past due balance and reactivation fee must be paid in full for service to be restored. 

Reactivation fees during business hours:

  • $50 for accounts inside of the City limits
  • $62.50 for accounts outside of the City limits

Note:  After-hours service requests for reactivation, shut-off, and any customer-side issues will be subject to the following fees:

  • $200 for accounts inside of the City limits
  • $250 for accounts outside of the City limits

Online Utility Bill Payment Site or Pay by Phone: (888) 977-8721

To begin using this service:

  • You must have an email address.
  • You must create a password.
  • After creating your password, you will receive an email. When you open the email, click on the link provided to complete your registration.
  • Once you are registered and your account has been enabled, the registration process is complete and you can sign on and use your password. 
  • Please note that when you log-in for the first time, you will need to add your account number, cycle and route number.

Note: The City does NOT charge for credit card payments.

To pay a bill online, go to Utility Billing. You will need your account number, located on your invoice, to pay. You can also set your account up for Auto Pay when you go online to ensure you are never late on a payment.

Payments can also be placed over the phone with your account number by calling 888-977-8721.

When using your account number for these services, please do not include any zeros that are in front of the numbers. For example, if your account number shows on your bill as 000035647-00034918, you will only enter 35647-34918. 

The City also has two drop-off payment boxes at the Municipal Complex. One is located on the wall at the entrance to the Public Services Building and the other is located on the entry off South Arnold Road behind the Tourist Development Center.
